Technology for assessing the risk resilience of the state system of mineral resources management in the context of the national economy development

Introduction: Effective management of mineral resources is a key factor in achieving the goals of sustainable development of the state. Research object problems: The processes of ensuring sustainable development of Russia, in the face of dependence on imports, generate the need to increase the risk resilience of the state system of mineral resources management. Research objectives: Development of a methodology for a comprehensive assessment of the level of risk resilience of the state system of mineral resources management, necessary to ensure the sustainable development of Russia. Methods: System analysis, mathematical modeling, expert assessments, scenario forecasting. Results and conclusions: (1) The author’s definition of the risk resilience of the system of state management of mineral resources under conditions of uncertainty of the consequences concerned with the risk situations (combinations) has been developed, and the problems of its assessment have been identified. (2) An algorithm for assessing the risk resilience of the state system of mineral resources management has been developed, including an analysis of the criticality of the mineral raw materials, risks of supply disruption, the effectiveness of the management system and the comprehensive sustainability of the mineral resource potential. (3). A formula for an integral indicator of the level of risk resilience is proposed based on a calculation of the key indices, a methodology has been tested, which allows identifying “bottlenecks” and developing targeted measures to improve the sustainability of the mineral resources management system. (4). In contrast to the previously used methods, this method provides a comprehensive and systematic assessment of risks, as well as the development of effective anti-crisis and strategic measures aimed at strengthening the national security of the state.
