SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT: DISCLOSURE OF THE CONCEPT IN RUSSIAN SCIENTIFIC PUBLICATIONS

The article considers scientific and technological development in the publi-cations of Russian scientists with high significance based on the citation frequency. The con-ceptual understanding of this term in each of the reviewed scientific publications is analyzed, based on the criteria for determining the sample. The significance of each publication is as-sessed. Conclusions revealing the specificity of the definition of the term are drawn, three approaches to the characterization of scientific and technological development are formu-lated, based on the subjects at the center of development achievement.
