MUNICIPALITIES IN THE CONTEXT OF THE SOCIO-ECONOMIC SITUATION OF THE REGION: ASSESSMENT OF THE ROLE AND POSSIBILITIES OF DEVELOPMENT (ON THE EXAMPLE OF SVERDLOVSK URBAN SETTLEMENT OF LENINGRAD REGION)

The current two-level system of organization of local self-government in Russia assumes con-sideration of mutual interests, goals and priorities of socio-economic development of municipalities (municipal district-settlements) and the subject of the Russian Federation. Using the example of one of the urban settlements of the Vsevolozhsky district of the Leningrad region, the article examines the trends of its socio-economic development and evaluates its role in the development of the district, including indicators: demography, economy, investments, retail trade, balanced financial result, budget. Based on the analysis, conclusions are drawn about the expediency of taking measures to ensure sustainable growth of all sectors of the settlement's economy and increase its contribution to the development of the municipal district and the region.
