Research on Comparison and Integration of Airworthiness Management System and Safety Management System in Civil Aviation Product Design and Manufacturing Organizations

As the latest safety management tool proposed and recommended by the International Civil Aviation Organization (ICAO), the Safety Management System (SMS) has been gradually established and has played an important role in global civil aviation industry for its system management and risk management approach. During the process of building and practicing SMS, civil aviation product design and manufacturing organizations will inevitably face many problems because of the coexistence with the existing airworthiness management system within their organizations, which results in duplication of work, increased personnel demand, and reduced organizational efficiency and so on. To integrate the two systems and seek synergy effects between the two systems has been a major difficulty for the construction of SMS by these organizations. Based on the research and summary of various regulations and documents, the study compared the key elements of airworthiness management system and SMS, carried out the research on its integration with the management system, and explored the integration system construction scheme that can meet the requirements of airworthiness and safety management as a whole at the same time.
