INCREASING SUSTAINABILITY OF RURAL DEVELOPMENT IN THE CONTEXT OF ENSURING FOOD SECURITY OF THE REGION (BASED ON THE MATERIALS OF THE VOLOGDA REGION)

The purpose of this study is to substantiate the necessity of the formation of prerequisites for sustainable rural development which is needed to ensure food security at the state and regional levels. Being the raw material base of the food sector of the economy, agricultural production is concentrated outside industrial agglomerations. At the same time, it maintains a dominant position in providing jobs for the local population. The uniformity of economic and social development of the territory of the regions and the country as a whole creates conditions for improving the level and quality of life of the population. This, in turn, affects the competitiveness of the territory. Based on the analysis of literary sources, it is concluded that there is a need for an integrated approach to ensuring the sustainability of rural development, including not only the intensification of agricultural production, but also the formation of competitive living conditions that ensure the reproduction of labor potential, the consolidation of permanent population in small settlements and providing the opportunity for full-fledged personal development. The paper gives an assessment of the level of food security in the region and an analysis of the prevailing trends in the agricultural sector. It also identifies the main problems. A link between the level of rural development and food security in the region has been established. It is concluded that there is a need of development of a state program aimed at increasing the sustainability of rural growth. The priority areas of support are substantiated. Целью данного исследования является обоснование необходимости формирования предпосылок для устойчивого развития сельских территорий и обеспечения продовольственной безопасности на государственном и региональном уровне. Являясь сырьевой базой продовольственного сектора экономики, аграрное производство концентрируется вне промышленных агломераций, при этом сохраняя доминирующее положение в предоставлении рабочих мест для местного населения. Равномерность экономического и социального развития территории регионов и страны в целом формирует условия повышения уровня и качества жизни населения, что, в свою очередь, влияет на конкурентоспособность территории. На основании анализа литературных источников сделан вывод о необходимости комплексного подхода в обеспечении устойчивости развития сельских территорий, включающих не только интенсификацию аграрного производства, но и формирование конкурентоспособных условий проживания, обеспечивающих воспроизводство трудового потенциала, закрепление постоянного населения в небольших населенных пунктах и обеспечение возможности для полноценного развития личности. В работе дана оценка уровня продовольственной безопасности региона, проведен анализ сложившихся тенденций в аграрном секторе, выявлены основные проблемы. Установлена связь между уровнем развития сельских территорий и продовольственной безопасностью региона. Сделаны выводы о необходимости разработки государственной программы, направленной на повышение устойчивости развития сельских территорий, обоснованы приоритетные направления поддержки.
