Harmonic Challenges and Practical Solutions for Transmission Systems and Renewable Energy Zones

Addressing harmonic challenges and proposing practical solutions for future transmission systems and Renewable Energy Zones is essential for Transmission Network Service Providers (TNSP), network operators, renewable energy stakeholders, and policymakers in Australia. Renewable Energy Zones are designed to facilitate the connection of large-scale renewable generation within localised areas, optimising the use of transmission infrastructure. While the integration of renewable generation offers significant benefits to network owners and consumers, it also introduces new harmonic challenges for network operators. Inverter-based renewable generation, such as solar and wind, can generate substantial harmonics in the power system. Simultaneously, the rapid retirement of coal-fired generators, which currently help absorb harmonics and provide damping effects within the network, exacerbates this issue. At present, TNSPs in Australia lack a standardised and robust approach to managing harmonics, leading to each TNSP developing its own bespoke harmonic management methodologies. This has resulted in inconsistent interpretations of the National Electricity Rules and associated standards, creating technical and financial challenges for network participants across various jurisdictions within the National Electricity Market. If these challenges are not addressed, they could hinder progress towards Australia's Renewable Energy Targets and delay the transition to Net Zero. This paper outlines the issues related to the current harmonic management practices employed by some TNSPs in Australia. It proposes practical steps and solutions to overcome the complex challenges of managing harmonics in transmission systems and Renewable Energy Zones.
