Review of revisions of IEEE 519 Standard on Power System Harmonics (1981 to 2022)

Harmonics is one of the important Power Quality disturbances and recently IEEE published 519-2022 standard which defines the limits of harmonic distortion in power systems. It is observed that after three revisions, the 519 standard is still misunderstood and consequently erroneously interpreted and applied in a few cases, especially in developing countries. The challenges faced are calculating Isc, confusion in applying the 99th and 95th percentiles and understanding even harmonics and multipliers. This paper reviews the revisions of IEEE 519 since its inception in 1981 and the major changes in 2014 and 2022 versions. This will help users clearly understand the philosophy of the standard and the correct interpretation and implementation of the standard in practice. A few suggestions, such as the inclusion of case studies, harmonic limits at equipment terminals, the possibility of inclusion of supra harmonics, etc., in the next revision of the IEEE 519 standard are discussed.

This paper reviews the revisions of IEEE 519 since its inception in 1981 and the major changes in 2014 and 2022 versions.
