O IMPACTO DE CONTRATOS PÚBLICOS NA ATUAÇÃO DE COOPERATIVAS DE COLETA SELETIVA
Selective collection is important from a socioeconomic and environmental perspectives, and some environmental legislation has encouraged public authorities to hire cooperatives, recognizing their role in the waste management chain. There is a consensus that the existence of a contract is favorable for cooperatives, so this research aims to assess the impact of the existence of contractual instruments between public entities and cooperatives. Therefore, municipalities of the same population size in the interior of the state of São Paulo were selected for case studies. Contract research and analysis of variables were carried out. The results indicate that contracts, when well planned, are important for the success of the cooperative and selective collection. In addition to signing contracts, it is important to establish a waste management fee and increase reverse logistics partnerships with manufacturers and traders, applying shared responsibility.
