Objectives In this study, in order to analyze the socio-economic effects of the Seoul Learn project as a local government-based education platform project, the change in private education participation and private education expenses was analyzed, focusing on the change in the type of private education participation. Methods The results of the survey (331 people) of guardians of Seoul Learn users conducted by the Seoul Institute in 2023 were used. Frequency analysis, cross-analysis, and variance analysis were conducted using the SPSS Windows 28.0 program. Results In terms of bridging the educational gap, after encountering Seoul Learn after being burdened with private education expenses, there were many cases where private education was not conducted because they thought that the use of the Seoul Learn service alone was sufficient. Regarding the effect of reducing private education expenses, there was an average monthly decrease of 340,000 won, but the decrease was large in the youth group outside the school with more than 4 million won. The group that reduced private education expenses had high satisfaction with Seoul Learn. Conclusions Through the Seoul Learn, it was confirmed through data that the project objectives of narrowing the educational gap and reducing private education expenses are being achieved to some extent. In that the satisfaction of the Seoul Learn affects the reduction of private education expenses, it suggested the direction of future improvement of the project, and suggested that a customized response according to various types of private education participation is necessary.
