Current status and solution for training and development for Vietnam fishery human resources
Training and development of human resources (HR) in fisheries play a decisive role in the advancement of the aquaculture industry and contribute significantly to the implementation of Vietnam's Fisheries Development Strategy until 2045.The overall assessment of the aquaculture HR training and development system is conducted through investigations, surveys, information collection, classification, statistics, and information processing methods, as well as forecasting methods and development plan construction. The survey results show that there are 34 training institutions related to aquaculture nationwide; however, only 926 individuals are involved in teaching aquaculture, and 49% of the total workforce in the aquaculture sector has not received any formal training. There is a shortage and imbalance of high-quality human resources across different fields within the industry, and the attraction of students to study aquaculture remains limited. To reorganise the training system to meet the requirements of the fisheries sector, it is necessary to implement synchronised solutions, including: enhancing communication among fisheries education sectors; establishing policies to attract a high-quality labor force and learners in the fisheries sector; restructuring educational institutions; investing in the construction of key schools to meet the demands of the labor market and international integration; and strengthening cooperation between training institutions, both domestically and internationally, especially with enterprises that employ labor.
