Architecture of Intelligent Platform for Territorial Safety Management

This paper presents the necessity of developing and principals of constructing an intelligent platform in the context of the territorial safety management problems. Intelligent platform integrates various analytical methods with an expert system to form control decisions. The paper considers the architectural model of the platform with a detailed description of the main elements. Infological model shows the comprehensive approach to risk assessment for strategic management of territories safety. The composition of information entities is designed to search for cause-and-effect relationships of hazard factors, preventive measures and their results. Also a functional model of the platform and features of practical application are presented in the paper. Implementation of the platform into the activities of state authorities will make it possible to form collective decisions on the strategic management of territories safety and virtualize the approaches used in the activities of situational centers.
