Feldman M. Secret Meeting in the Central Committee of the CPSU (b) on June 22-23, 1931 ‒ Search the New Economic Course
The article examines one of the most important turning events of the early 1930s - a meeting of business executives of the Supreme Economic Council and the People's Commissariat of Supply in the Central Committee of the CPSU (b) on the exchange of views between the heads of economic associations of the Supreme Economic Council and the People's Commissariat (June 22-23, 1931). The semantic load of the Meeting of business Executives was associated with a high degree of secrecy of the event itself. The materials of the Meeting were not published: in June 1931, the main newspaper of the country ‒ the press organ of the CPSU (b), the newspaper Pravda, or any other newspapers did not report on it. The veil of complete, long-term secrecy over the Meeting was explained by the fact that the picture of the state of the economy presented in the speeches of managers destroyed propaganda cliches about the course of the First Five-year Plan. It was equally important that the materials of the Meeting confirmed the correctness of the arguments of business executives; the correctness of the course on compliance with rational principles of economic regulation. To a certain extent, it was a return to the experience of the NEP, to the experience of working out the initial versions of the First Five-year Plan. It was from the Meeting on June 22-23, 1931, that the real beginning of the period of a more rational socio-economic course, called the "mini-reform", should be counted, whereas the results of the Plenum of the Central Committee and the Central Committee of the CPSU (b) in December and the First All‒Union Conference of Workers of Socialist Industry were only prerequisites for this.
