A Study on the Problem of Underemployment in the Background of High Quality Employment -Based on the Analysis of Fujian and Taiwan-

Under the new normal, China’s economy is facing the problems of slowing economic growth and complex employment situation. In order to meet the new requirements under the new situation, the report of the 18th National Congress of the Communist Party of China proposed for the first time to “promote higher quality employment”. The fifth plenary session of the 19th National Congress of the Communist Party of China emphasized that “we should improve people’s income level, strengthen employment priority policy, and achieve more full and high-quality employment”. It not only responds to the problems of unemployment, underemployment and employment quality in China at this stage, but also puts forward new requirements for employment work to adapt to the high-quality economic development in the new era. Especially in the current process of comprehensively promoting urban-rural integration and rural revitalization, the issue of insufficient employment deserves more attention. The focus of this study will be on the discussion of “insufficient employment”. Based on the analysis of the underemployment situation of the employed in Fujian and Taiwan, this paper further discusses the influencing factors of underemployment in Fujian and Taiwan, and finally provides concrete policy suggestions on how to promote the practice of higher quality and more full employment in Fujian and Taiwan.
