GUARANTEED MINIMUM INCOME IN POLAND. SCENARIOS FOR DEVELOPMENT
This article examines the concept of Guaranteed Minimum Income (GMI) in Polish context, analyzing its development and prospects. The author presents two main scenarios: a gradual reform of the existing social assistance system and a radical change in the form of Universal Basic Income (UBI). Using comparative analysis, the study juxtaposes the current Polish system with European Union recommendations and reforms in other countries, particularly in the Czech Republic and France. The conclusions indicate a higher probability of evolutionary changes of social assistance towards a GMI, incorporating benefit integration and strengthened mechanisms for labour market activation. The article emphasizes the need for further research on the costs, social and political impacts of various forms of GMI in the Polish context.
