Administrative and legal support for gender equality in the police: issues of foreign experience
The study is devoted to the disclosure of administrative and legal support for gender equality in the police based on certain aspects of the experience of foreign countries. It is emphasized that the problem of achieving gender equality is relevant not only for the National Police, but also for other components of the security and defense sector of Ukraine. It is emphasized that a comprehensive solution to the problem of gender equality in the National Police should include the following tasks: analysis of the theoretical foundations of the concept of “gender equality” and its features in the context of law enforcement; analysis and representation of the current state of administrative and legal support for gender equality in the National Police of Ukraine; comparative analysis of ways to achieve gender equality in the police of foreign countries; to identify the main problematic aspects of ensuring gender equality in the police; to formulate proposals for practical improvement of administrative and legal support for gender equality in the National Police of Ukraine. It is stated that the problematic issues of achieving gender equality in the National Police of Ukraine should be addressed at two key levels: regulatory and organizational. It is believed that an important aspect of borrowing positive foreign experience of the Council of Europe’s action plan for Ukraine “Resilience. Recovery. Rebuilding” for 2023–2026 is the achievement of gender equality in the National Police, overcoming sexism, mobbing, any manifestations of gender discrimination, etc. This will allow not only to create a legal basis for introducing appropriate changes in the work of the National Police, but also to implement them in the practice of this law enforcement institution. The author concludes that in the post-war period, it is necessary to focus on studying the foreign experience of advanced democratic states, with a focus on the most acceptable practices for implementation by Ukraine. This should help to overcome the gender gap in the National Police of Ukraine in the postwar period and develop this institution as a democratic law enforcement agency.
