This study uses a qualitative descriptive method with a policy analysis approach to evaluate the effectiveness of the learning community in the context of the Merdeka Belajar policy. The results of the study indicate that KOKUI is effective in encouraging active teacher participation through online and offline activities, such as webinars, discussions, and workshops. The local government provides support for KOKUI community activities, although it is still limited to non-financial aspects. However, challenges such as lack of funding and the need for further evaluation still need to be addressed so that this program can continue to have a positive impact on teacher competence.
