Expansion of criminal activity will continue in Peru
Significance Congressional attempts to introduce legislation ostensibly designed to clamp down on criminality may indeed have the opposite effect to that intended. President Dina Boluarte’s unstable administration, which is under increasing pressure from civil society, is unable to counter the shift in the balance of constitutional power favouring Congress at the expense of the executive and judiciary. Impacts Boluarte will struggle to reaffirm her political authority between now and 2026. As elections approach, right-of-centre parties in Congress will seek to distance themselves from a deeply unpopular administration. Efforts to curb criminality will prove largely ineffectual.
