Comparative Analysis of Federal and State Public Policies as an Instrument for Municipal Management: Solid Waste and Environmental Education

Objective: This work proposed to study the interrelationship between federal and state public policies on solid waste and Environmental Education, verifying the situation of both themes in some municipalities in São Paulo as an instrument for municipal management. Theoretical Framework: This topic presents the main concepts and theories that underpin the research. The federal (Brazil) and state (State of São Paulo) policies on solid waste and environmental education are highlighted, as well as concepts and data on both themes, providing a solid basis for understanding the context of the research. Method: The methodology adopted for this research includes the application of a survey, data analysis and preparation of a comparative matrix between the policies mentioned. Data collection was carried out through exploratory research such as a questionnaire applied to the municipalities. Results and Discussion: It was observed that although most municipalities carry out practices for reducing, reusing, recycling and recovering waste, many do not pay attention to the order of priority established by Article 9 of the National Solid Waste Policy. The comparative matrix showed that the policies studied have their main principles and objectives interconnected, namely: social participation, holistic vision, approach at different scales and strengthening the integration between science and technology. Research Implications: The practical and theoretical implications of this research are discussed, providing insights into how the results can be applied or influence practices in the field of solid waste, environmental education and public policies. These implications may cover the areas of environment, environmental education, health, solid waste, sustainability, administration and municipal management. Originality/Value: This study contributes to the literature by comparing the National Solid Waste Policy, the National Environmental Education Policy (Brazil), and the State Environmental Education Policies and State Solid Waste Policy of the State of São Paulo. The relevance and value of this research are evidenced by analyzing data from several municipalities in the State of São Paulo on these themes and developing a comparative matrix benefiting studies on the area, such as the development and improvements in municipal public policies.
