Development of a Service-Oriented Platform and Blockchain as a Service to Secure Recording of Measured Fishing Data Based on Quota in Support of The Blue Economy
Indonesia, the world's largest island country, has abundant marine resources that could support local economies and fishermen. However, this potential is vulnerable to exploitation by irresponsible fishing activities. To manage and maintain the sustainability of marine resources, effective policies and systems are needed. The Ministry of Maritime Affairs and Fisheries (KKP) has issued a quota-based fishing policy to support the blue economy concept and the SDG (life below water). However, this self-assessment system has gaps that can lead to overfishing. The research aims to develop an E-PIT -based platform using IoT, blockchain, and service-oriented technology. The platform will be easier to develop, minimize complexity, and be reusable. The SCSE (Service Computing System Engineering) methodology was used, and the service design evaluation showed good results, fulfill SOA principles such as loosely-coupled, reusable with reusability factor 6.5, complexity factor 0.0065, cohesion factor 0.98, coupling factor 0.0063 and functionally tested.
