System of principles of state policy in the sphere of ensuring economic security of the state during martial law
The article emphasizes the importance of a comprehensive study of the principles of state policy in the sphere of ensuring the economic security of the state, which is primarily related to the state of war on the territory of Ukraine. Under such conditions, the economic stability of the state not only guarantees stability in the country, but also ensures the effective operation of the national defense-industrial complex, which allows the production of the necessary weapons for the protection of state sovereignty and territorial integrity of the state. In order to develop a system of principles of state policy in the sphere of ensuring the economic security of the state during martial law, the author applied a comprehensive approach to determining the principles of functioning of the economic sphere. Although the latter is the main field, the unification of the principles of ensuring its security requires the separation of the principles of other related fields, such as legal and public administration. This is due to the fact that the economy of the state does not exist separately from other processes, and its functioning is ensured by legal norms. All of the above made it necessary to define a specific list of state policy principles in the field of ensuring the economic security of the state during martial law in various fields (management, jurisprudence, public administration, national security), their unification and classification according to the relevant areas and directions. In conclusion, the author proposed his own vision of the system of state policy principles in the sphere of ensuring the economic security of the state during martial law, which consists of the following elements (groups of principles): 1) economic principles; 2) international economic and legal principles; 3) principles of state administration and state activity; 4) principles of administrative law (general principles of law, such as the rule of law, democracy, legality, etc. and special principles (balance of powers of state authorities and local self-government, openness and transparency of the activities of state institutions, limitation of powers of state authorities and local self-governance in the private sphere, accountability and control, professionalism, effectiveness of state institutions, service of state institutions to the interests of citizens, specialization, etc.); 5) principles of national security.
