The Institution of Self-Nomination at Municipal Elections in Russia in the Conditions of the Proportional Electoral System

The use of the proportional electoral system to form a representative authority of a municipal structure gives a non-party citizen no opportunity to exercise the right of self-nomination as in such conditions, he/she is suggested to include his/her candidacy in a party list. The article analyzes legal provisions that regulate this procedure, compares the legal position of a self-nominated candidate and a nonparty candidate that interacts with an electoral association, identifies problems of such interaction and certain aspects of determination of election results and mandate distribution.
