ASSESSMENT OF SKILLS IN USING AI TOOLS AMONG PUBLIC SERVANTS IN UKRAINE: CURRENT COMPETENCIES IN DIGITAL TRANSFORMATION

This study examines the competencies of civil servants in Ukraine in the use of artificial intelligence (AI) tools, focusing on how AI can be designed and implemented using a gender approach.Gender-responsive AI tools better address the diverse needs of different populations, resulting in more equitable, inclusive and efficient public service delivery.Through a comprehensive analysis of current AI skills, the study also addresses the digital gender divide in the civil service and suggests gender-sensitive strategies for AI training. These efforts not only support Ukraine's digital transformation, but also contribute to the achievement of broader sustainable development goals, including gender equality and inclusive economic growth. The obtained results emphasize the importance of gender mainstreaming in the training of artificial intelligence tools as an important component of achieving both digital and societal goals.Gender-sensitive AI tools better respond to the diverse needs of different populations, leading to more equitable, inclusive and effective public service delivery.Survey results were analyzed using descriptive statistics and multivariate methods to examine the relationship between gender, AI skills, age, and civil service job category. The study aligns with broader international research from the OECD, UN Women, the European Commission and the World Bank, which highlights the ISSN (rint) 2708-7530 10(52) 2024 17 challenges and opportunities for governments, particularly in transition economies such as Ukraine, to promote AI readiness among public sector workers.Key recommendations include the creation of national AI training programs, the establishment of artificial intelligence experimentation centers, and the adoption of gender-sensitive digital policies to guarantee women equal access to AI training and education. These initiatives are seen as crucial to bridging the digital skills gap and ensuring that Ukraine can fully utilize AI technologies in public administration. The study highlights the need for continuous learning, peer mentoring, and gender policy for effective and equitable implementation of AI in Ukraine's public sector.
