THE PECULIARITIES OF THE FORMATION OF A CENTRALISED ECONOMY (USING THE EXAMPLE OF THE ACTIVITIES OF THE PEOPLE’S COMMISSARIAT OF LOCAL INDUSTRY OF THE TATAR ASSR)
When studying Soviet history, the reader very often focuses on the analysis of national events and processes, rarely paying attention to regional features, and almost never considers the history of its individual elements or institutions. Nevertheless, this aspect of history is multifaceted and makes it possible, using the example of the evolution of its individual elements, to show the general trends inherent in the entire state. The example of the creation and activities of a single People’s Commissariat shows the peculiarity of the functioning of the entire system of sectoral, centralised management of the USSR economy. The purpose of the study is to analyse the origin and activities of the People’s Commissariat of Local Industry of the Tatar ASSR in the 1930s. As the main results of the study, the author drew attention to the fact that the People’s Commissariats created at the regional level were very similar to the all-Union governing bodies. At the same time, differences still existed and were associated, first of all, with the functions performed and the hierarchy of subordination. The article reveals such an important feature of centralised management as the need to maintain the efficiency of the system through constant monitoring and adjustment of the management apparatus of the People’s Commissariat in question.
