Navigating the Complexities of Systems of Systems: Analysis, Challenges, and a Novel Proposed Construct

Systems of Systems (SoS) are complex entities characterized by the integration of multiple autonomous systems with intricate interdependencies. This paper analyzes the limitations of conventional SoS types (Virtual, Collaborative, Acknowledged, and Directed) in addressing unrecognized SoS configurations. The analysis reveals that Virtual and Collaborative SoS, which often go unnoticed, can lead to inefficiencies, resource exploitation, and inadequate governance, hindering the achievement of cohesive and effective system-wide results. Furthermore, attempting to transform these types into Acknowledged or Directed SoS may not be the ideal solution, as those frameworks are constrained by potential conflicts, misaligned requirements, and challenges in balancing individual system autonomy with overall SoS objectives. The paper also highlights the overlooked aspect of dependency among constituent systems, which underpins the rationale for their convergence and the realization of overarching capabilities. Finally, it advocates for a paradigm shift in SoS design and reform and proposes a novel conceptual construct with an external governing entity that orchestrates the operational behaviors of component systems while preserving their autonomy.
