FORMATION OF A UNIFIED SYSTEM OF SMALL PROCUREMENTS IN THE INSURANCE SECTOR IN THE NORTHWESTERN FEDERAL DISTRICT
The article analyzes the current situation with budgeting, organizing and conducting small purchases within the framework of Laws No. 44-FZ and No. 223-FZ in the Northwestern Federal District. In the OSAGO segment, the main reasons for the low transparency of small purchases, the low interest of insurers in participating in them and the high risks of corruption in their organization and implementation are considered. A digital scheme for organizing small purchases and calculating the initial maximum price of contracts based on the information system of the Russian Union of Motor Insurers within one federal district is proposed. The economic and legal expediency of implementing this scheme is justified both to protect the interests of customers and to develop the insurance market of the region as a whole. The possibility of scaling this scheme to other man- datory types of insurance, in calculating the insurance premium for which tariffs established by the Central Bank of the Russian Federation or other authorities are applied, is considered.
