Management of Seungjeong and Gongeui in the late Goryeo Dynasty
This study investigates the transformation of Buddhist administration (Seungjeong) during late Goryeo, reevaluating the role of public opinion (Gong-ui) and the chief inspectors (Dochongseop). Gong-ui was crucial in monk appointments, similar to bureaucratic personnel registers. As Seungjeong became corrupt during the Yuan interference, King Chungseon established Dochongseop positions to ensure fair Gong-ui. The system expanded under King Chungsuk with the Chamhoe-bu but later transitioned to Dochongseops within Seungnoksa. Under King Gongmin, changes included granting monk Bou authority over abbots' appointments. During Shin Don's rule, Seongyodochongseop unified Gong-ui review across sects. This study highlights that the transformation of Buddhist administration in late Goryeo should be viewed in terms of both dysfunctional operations and reformative aspects.
