Irkutsk Region safety data sheet and its role

The municipality safety data sheet is a document that indicates the readiness of the territory for preventing and mitigating consequences of emergency situations, including accidents caused by man-made and natural factors. The article analyzes the legislative and regulatory framework for developing safety data sheet and describes a methodological approach used in the safety data sheet development for Irkutsk Region. The article shows that probabilistic and statistical approaches to hazard analysis and emergency risk assessment, as well as emergency modeling, are a combination of methods that provide realistic results in predicting emergencies and assessing the implementation risks. The article analyzes approaches for risk assessment at fire and explosive facilities, transport facilities, and thermal power facilities. It also assesses the individual and collective lethal risks for personnel and the population of the region in simulated emergency situations. The article shows that the state of fire danger in Irkutsk region requires a rapid response to ensure the safety of the population and prevent the development of man-made emergencies.
