Abstract

Based on the analysis of a wide range of published and unpublished sources from the archives of the Russian Federation, research by historians, the article attempts to give a detailed picture of the Ottoman administration system in the territory of Northern Azerbaijan (modern Azerbaijan Republic) in 1723–1735. These territories were transferred to the Ottoman Empire from the Persian Safavid empire as a result of the conclusion of the Treaty of Constantinople with the Russian Empire in 1724. It is established that in the years under review, the Ottoman Empire introduced a system of military administrative management in Transcaucasia, preserving as much as possible the territorial division that existed under the Safavids. The Ottomans provided protection to the local Azerbaijani elite, who did not resist them. A certain part of the provincial rulers managed to maintain their power. At the same time, the Ottoman authorities, supporting one or another contender for the administration of the khanate province, clearly followed the tactics of supporting the sovereign rulers most loyal to their government or sided with the strongest in the internecine clashes of the Azerbaijani elites. The Ottoman authorities in the center and in the Northernmost Azerbaijan also constantly ensured that the local rulers did not show pro-Russian intentions and did not get closer to their northern neighbor. The taxation system has not undergone major changes either. The main task that was set for the rulers of the provinces was the regular receipt of taxes to the sultan's treasury, so the Ottomans had to come to terms with the socio-economic system that existed in Azerbaijan.
