ELECTORATE’S TRUST IN ELECTRONIC TECHNOLOGIES IN THE ELECTORAL PROCESS: GLOBAL EXPERIENCE
This article explores the importance of trust in implementing electronic technologies in the electoral process. Trust is viewed as a key element ensuring the legitimacy and effectiveness of elections, particularly when using modern technologies such as electronic voting and electronic voter registries. The main focus is on the relationship between citizens’ trust levels and the successful application of these technologies. It is emphasized that public trust determines how willingly and effectively citizens will use electronic solutions, which affects the overall efficiency of the electoral process and the perception of its results. The necessity of implementing technical and organizational measures to enhance trust is highlighted. Significant attention is given to ensuring process transparency, data security, and conducting independent audits. These measures are seen as crucial for reducing the risks of manipulation and ensuring the perception of these technologies as reliable. The author analyzes factors influencing the formation of trust in electronic electoral technologies, including previous experience, the level of technological literacy among the population, and the overall level of trust in state institutions. Examples of successful implementation of electronic technologies in various countries are examined. Special attention is paid to the role of communication and education. The importance of a transparent communication strategy and conducting educational campaigns to increase voters’ technological literacy is emphasized. In conclusion, it is stressed that trust is a fundamental factor for the successful implementation of electronic technologies in the electoral process. Without an adequate level of trust, even the most advanced technological solutions may be ineffective. A comprehensive approach is recommended, taking into account both technical and social aspects, with a particular emphasis on building and maintaining public trust.
