Research on the Impact of scientific and technological innovation on the high-quality development of petroleum-based cities—Based on the panel data analysis from 2005-2020
Based on the hypothesis that scientific and technological innovation (STI) drives the high-quality development (HQD) of petroleum-based cities (PRC), the paper systematically develops a comprehensive index framework to assess the STI level and HQD level of petroleum-based cities respectively. And then by using of the entropy method and the grey correlation TOPSIS method based on quadratic weighting, the paper evaluates STI level and HQD level of 10 petroleum-based cities in China from 2005 to 2020, also carries out an empirical analysis of STI driving HQD of petroleum-based cities with the fixed effect regression econometric model. The results show that STI level and HQD level of the 10 petroleum-based cities present an ascending progression in different amplitude, which has significant regional characteristics from 2005 to 2020. STI significantly contributes to the enhancement of HQD and its various facets within petroleum-based cities. Finally, from the three dimensions of STI input, output and environment, the paper proposes strategies and recommendations aimed at elevating the HQD level of petroleum-based cities.
