Risk Identification of Equipment Maintenance Cost Supervision based on HHM-RFRM

As an important fund to support the maintenance and restoration of combat effectiveness of equipment, strengthening the risk management of equipment maintenance costs is of great significance. As the top priority of risk management, risk identification has a significant impact on subsequent risk assessment and the formulation of risk control policies. This article introduces the HHM-RFRM method to construct a risk indicator system for equipment maintenance cost supervision. It comprehensively identifies risks from two dimensions: project lifecycle and budget management process, and then uses RFRM to screen the indicators, making them more reliable.
