The effect of Animal and Plant Quarantine Agreements on Agricultural Export

This study analyzes the impact of animal and plant quarantine agreements on South Korea's agricultural exports using a gravity model. Utilizing trade data from 2017 to 2022, the study quantitatively examines the effects of quarantine agreements on both export value and volume. The results indicate that quarantine agreements have a positive effect on both export value and volume, particularly in the products where successful negotiations were concluded. However, the impact varies by product, with some products not showing significant increases in exports. The study emphasizes the need for a differentiated approach by product to maximize the effectiveness of quarantine negotiations. Furthermore, it suggests that future agreements should focus more on regulatory harmonization with partner countries rather than merely on the conclusion of agreements, to strengthen the global competitiveness of South Korea's agricultural products.
