Analysing the Israel-Hamas War implications research

The purpose of this study is to draw policy implications from the perspective of national crisis management and cognitive warfare by analysing the case of the complex terrorist attack and all-out war carried out by the Palestinian Islamist militant group Hamas against Israel on 7 October 2023. The results of the case analysis show that, first, Hamas's deception tactics using cognitive warfare were effective as a factor in Israel's failure to respond to the terrorist attack. Second, the failure of intelligence analysis due to the groupthink of Israeli intelligence agencies that overconfidently believed in their superior power. Third, the failure of the national crisis management policy, which provided an opportunity for surprise due to the chaotic political situation in the country. Finally, it is a product of over-reliance on high technology and neglect of analogue methods such as humint among various intelligence collection methods.
