Динамическое развитие экономики Калужской области за счёт ускорения процесса внедрения инноваций – пути и решения

during the period 2010-2020, the Kaluga Region recorded the most dynamic economy in the Central Federal District (CFD). The region is the leader in the Central Federal District in terms of the dynamics of gross regional product (GRP) (the average annual GRP growth rate for the period under review was ≈13%) and GRP per capita, including its volume. GRP by 2020 had an indicator of 543.7 billion rubles. GRP growth, which previously had negative characteristics, showed dynamic growth with characteristics for the Central Federal District and Russia above the average level. As a result of good growth indicators, a fairly high investment activity has been recorded, which is determined by the creation of industrial parks and investments from abroad in the following industries: automotive, electronic, food. Since 2015, the pace of economic growth has slowed down, as the recession in the Russian economy had a negative impact on the development of the regional economy, but the potential created in 2004-2006 made it possible for the Kaluga Region to restore the economy and ensure its further growth. In 2020-2021, the dynamics of investments fell on a medium-term trend. A decrease in the volume of products produced during this period and a drop in the amount of exports and imports of the subject significantly reduced the attractiveness for investors – this is evidenced by the total volume of investments in fixed assets, which decreased by 2 times from 112163.7 million. ₽ in 2020 , up to 51471.3 million ₽ in 2022 (The Investment portal of the region). The economy of the federal subject of the Russian Federation was left by foreign enterprises, which provided a large percentage of gross production in the region. Researchers have noted a drop in the mood of consumption among the population, material security and the rate of consumption of material goods. Exports decreased at constant prices. Currently, experts determine a fairly high turbulence in the economy of the region. The purpose of the study is a statistical analysis of the development of innovations in the Kaluga region, an assessment of the quality of strategic and tactical characteristics of the dynamics of evolution, as well as the potential of the innovation process. Research methodology: statistical assessment of the potential of the innovation process in the economy, the complex of financial relationships and flows of financial instruments; the part of the country's population capable of working in the economy and the totality of information funds and technical means necessary to promptly meet information needs, as well as their application in practice in the Kaluga region. Based on the conducted research, the authors conclude that positive dynamics of innovative development is being recorded in the Kaluga Region today, but, nevertheless, the speed of innovation implementation lags behind the required level, which could favor maintaining its pace. The positive dynamics does not make it possible to completely eliminate the problems in the economy that slow down the development of innovation in the field. The authors identify problematic factors hindering the introduction and development of innovations: the lack of taking into account the modernization of existing but ineffective innovations; the lack of dynamics in the development of innovation infrastructure at the required pace; scientific developments are not applied in practice; the presence of risks in the implementation of innovations, the authors believe that the increase in efficiency in the implementation of innovations can be achieved in the following ways: motivation of qualified personnel; achievement of interest in the introduction of innovations in enterprises with a small number of personnel, for rapid adaptation to changing economic conditions; joint innovative activities of the industry infrastructure and research institutes.
