Evaluation of High-Quality Development of Civil-Military Integration Enterprises and Diagnosis of Obstacle Factors Based on Entropy-TOPSIS-Grey Correlation Method
The paper takes North Navigation, a listed company of civil-military integration, as the research object, and establishes an evaluation index system for high-quality development of civil-military integration enterprises containing 38 indicators in 6 dimensions, namely, financial quality, innovation leadership, social responsibility, green development, strengthening country and military, and modernized governance. We quantify the degree of high-quality development of North Navigation from 2015 to 2022 using entropy-TOPSIS-grey correlation method. And we use the obstacle degree model to diagnose in depth the main factors hindering high-quality development of civil-military integration enterprises. The results show (1) the grey correlation closeness of high-quality development of North Navigation fluctuates and rises in 2015-2022, and the level of high-quality development shows a steadily improving trend; (2) the dimensions of financial quality, strengthening country and military, and social responsibility play a key hindering role in the high-quality development of North Navigation by 31.50%, 19.56%, and 19.13%, respectively. Finally, this paper puts forward policy suggestions from six aspects: improving financial quality, strengthening innovation awareness, enhancing social benefits, promoting green transformation, practicing the mission of strengthening the country and the military, and optimising the modern governance mechanism.
