Contextualized Technology Assessment Tool for Enhancing the Commercializability and Social Impact of STEM Research Outputs: A Case Study of a Philippine Private University
The dynamic landscape of Higher Education Institutions (HEIs) demands evolving strategies to enhance the impact of research outputs. These institutions face unique challenges, such as heavy teaching loads, limited training opportunities, and a lack of industry collaboration, which hinder their research and innovation capabilities. Addressing these challenges, this study developed and evaluated a Contextualized Technology Assessment Tool (CTAT) to enhance the social impact and commercializability of Science, Technology, Engineering, and Mathematics (STEM) research outputs. The CTAT was designed to provide a structured framework for assessing the potential social impact of research, tailored to the socio-economic and cultural context of a private HEI in the Philippines. The tool evaluates various factors, including research relevance to societal needs, feasibility of practical applications, and potential for positive social change. The methodology involved a thorough consolidation of research projects, assessment by external consultants, and the use of the CTAT to measure technological maturity and investment readiness. Results indicate that the CTAT is effective in predicting project viability, with a 70% accuracy rate for advancing projects and a 90% accuracy rate for identifying projects that should be halted or reassessed. The tool's evaluation criteria, particularly ’Business Readiness’, emerged as significant predictor of project success. The study concludes that the CTAT offers a robust framework for HEIs to enhance the commercializability and social impact of their research, bridging the gap between academic outputs and societal needs. This approach fosters a more impactful and sustainable research ecosystem, ultimately contributing to national development goals.
