State in the Face of the Housing Crisis: Dilemmas of Housing Policy

The article aims to outline the framework and the fundamental approaches to housing policy. The author formulates fundamental questions (with possible answers) concerning public intervention in the housing sphere, i.e. about its permissible scope and manner and the entity that should be entitled to intervene. He also discusses the issue from the perspective of constitutional norms and the public policy cycle.
