Relevance . The idea of developing and implementing innovative solutions in various spheres of society implies the existence of ways to find such solutions, their active use and improvement. For this reason, the essence of innovative thinking on the scale of both a single enterprise and the state as a whole requires appropriate provision. The purpose of the research is a comprehensive analysis of the chronological cross-section of the level of innovative development of the subjects of the Russian Federation in the context of multiple global economic and political crises and the internal activation of strategic innovative trends in the formats of lawmaking and modernization.
