Abstract. Law Number 33 of 2014 concerning Halal Product Assurance requires all products circulating in Indonesia to have a halal certificate, intending to ensure compliance with Sharia principles and protect consumers. To support the implementation of these provisions, the Ministry of Religion through BPJPH launched the Sehati program which specifically assists MSE actors in obtaining halal certificates, especially in provinces with the largest number of MSEs such as West Java. aims to analyze the implementation of the Sehati program in supporting the implementation of Law Number 33 of 2014 concerning Halal Product Assurance, focusing on the concept of maslahah, and the impact of MSE actors who do not obey the rules in West Java. This study uses a normative juridical method with a qualitative approach, involving interviews and collecting data through interviews, observations, and documentation with descriptive analysis. The implementation of the Sehati program in West Java faces challenges, especially in the socialization and supervision of MSEs that have not been halal certified. The Sehati program is effective in providing free halal certificates, but it is considered inadequate ahead of the halal policy which begins in October 2024. Law Number 33 of 2014 concerning Halal Product Assurance only regulates the legal consequences for business actors who have been certified halal, without rules for those who do not have a halal certificate.
