Cyber-allied and cyber-neutral middle power diplomacies: Focusing on the cases of Tallinn and Geneva Processes
This article argues how non-great power countries can use cybersecurity as an opportunity for their normative diplomacy and, thus, can ascend to a middle power status. Focusing on the examples of Estonia and Switzerland, the article shows how the traditional security strategy related to alliance membership or neutrality influences normative diplomacy on the topic of emergent security issues. In doing so, the article uses the notion of relative positioning and actor-network theory to analyze the cybersecurity-related multilateral endeavors of the two countries.
