The Digital Code: Prospects of Adoption in Russia

The article discusses the Development Strategy of the communications industry of the Russian Federation until 2035, and also examines the prerequisites for the adoption of the Digital Codex. The author studies the relationship between the concepts of “branch of law” and “branch of legislation”, and also analyzes the possibility of recognizing digital law as an independent branch of legislation. The author explores the meaning of the codex in the system of normative legal acts, and also suggests eliminating the confusion of concepts within the framework of this document.
