Legal Regulation of Formation and Management of the “Safety Cushion” as an Instrument of the Anti-Crisis Policy of a State

The article analyzes the essence, goals, objectives, as well as the history of the formation and transformation of the National Welfare Fund of Russia. The role of the National Welfare Fund in the development of the country’s economy was analyzed, features of its formation and use in different periods of existence were identified. The current problems of the National Welfare Fund have been identified, possible directions for its development and effective use at the current stage have been proposed. In conclusion, possible ways to change the current strategy for managing the funds of the National Welfare Fund have been proposed and the problems that the state may face when implementing these changes have been analyzed.
