Scientific Justification of the Rule-Making Initiative of Federal Executive Authorities
Ignoring the significance of the role of science and the scientific substantiation of rule-making initiatives of federal executive authorities is fraught with defects and poor quality of the created legal norms, which ultimately affects the state of legal regulation of specific life situations. Drawing attention to the importance of intensifying the scientific component in rule-making, the article attempts to identify some of the weaknesses of this process, on the one hand, and the advantages, on the other. As a result, based on the positive example of the implementation of the rule-making function by the internal affairs bodies of the Russian Federation, primarily the participation in it of a scientific organization and scientific personnel, the prospects for taking into account and disseminating the relevant experience to executive and administrative bodies are substantiated.
