Green technological innovation, environmental administrative penalties, and urban export resilience
Green technology innovation delivers both environmental protection and economic growth, making it an essential strategy for regions seeking to achieve high-quality export development. Using the panel data of 279 Chinese cities spanning the years 2009 to 2021, this paper explores the impact of green technology innovation on the export resilience of Chinese cities after the 2008 financial crisis, and the moderating role of environmental administrative penalties. The results show that: (1) Innovation in green technology can substantially bolster the export resilience of cities. (2) Environmental regulatory penalties can weaken the positive influence of green technology innovation on urban export resilience by suppressing its development.
