Abstract

The article is devoted to the process of forming the architecture and implementation of the mechanism for stimulating the export of Ukrainian food semi-finished products and ready-to-eat food to the European Union. The significance of export promotion for a positive impact on the sustainable development of human capital in rural areas of Ukraine is revealed. It is substantiated that the increase in exports contributes to the achievement of important socio-economic goals, such as improving trade conditions, increasing the competitiveness of products, reducing the load on the Black Sea transport corridors, developing joint Ukrainian-European investment projects, expanding sales markets, improving the quality of food products on the domestic market and increasing the level of employment. The architecture of the mechanism for stimulating the export of Ukrainian food semi-finished products and ready-to-eat food to the EU is proposed. The proposed mechanism includes three main components: the organizational component, namely the interaction of state institutions and private entities, including the Ministry of Economy of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the State Service of Ukraine for Food Safety and Consumer Protection, associations of food industry enterprises; economic means to achieve the goal, such as the increase of duty-free tariff quotas, the creation of European transport corridors, the introduction of the HACCP system, the expansion of the list of Euro numbers for Ukrainian products, assistance in obtaining European health certificates and duty-free import of quality raw materials; as well as the legal component regarding the harmonization of Ukrainian legislation with European legislation in the field of safety and quality of agro-food products. Based on the research it is substantiated that implementing the proposed mechanism will help increase the export of Ukrainian food products to the EU, which will positively affect the economy of Ukraine and the social welfare of the population of the country.
