The questionnaire items were clarified and improved with the feedback from the experts. The pilot test was conducted with a small group of educators to assess the readability and comprehensiveness of the scale. Reliability and validity analyses were carried out using the pilot data and showed that the scale was reliable and valid. During the pre-application process, the validity and reliability of the questionnaire were examined using observational data and necessary improvements were made in line with expert suggestions. As a result, it was found that the items of the "Questionnaire for Determining Instructor Ethical Rules in Open Distance Education Content Design" developed within the scope of the research are reliable and valid by providing the specified criteria.
