Uneven Eyes: The Impact of Inconsistent Local Surveillance Policies on Public Trust

Smart city cameras are increasingly employed for various purposes, ranging from personal use to public safety. However, their use raises significant concerns about privacy, civil liberties, and transparency. This project examines the impact of smart city cameras within urban environments, focusing on how local values influence public perception and the handling of data collected through these systems. The study also investigates how municipalities with surveillance ordinances navigate the balance between leveraging advanced technologies for public safety and addressing potential civil rights issues. By analyzing ordinances, their implementation, and the public reports produced by various U.S. cities, this research highlights inconsistencies in policy enforcement and public engagement. The findings suggest that while these ordinances aim to enhance accountability and transparency, many cities fail to meet their reporting obligations, potentially undermining public trust. The study emphasizes the importance of citizen involvement in shaping and overseeing surveillance policies to ensure they align with community values and protect individual rights.
