A INFLUÊNCIA DAS NORMAS SOCIAIS NA FORMAÇÃO DE POLÍTICAS PÚBLICAS
The formation of public policies is a complex process that involves the interaction of several social, economic and political factors. Social norms, understood as informal rules that govern the behavior of individuals within a society, play a crucial role in this process. They directly influence the expectations, behaviors and decisions of political actors and the population in general. By shaping collective understanding of what is considered acceptable or desirable, social norms can facilitate or hinder the implementation of specific policies. This article explores how these norms manifest themselves in different cultural and social contexts, affecting the effectiveness of public policies. The analysis highlights the importance of considering social norms during the policy-making process, to ensure that they are adapted to local realities and promote public buy-in. Furthermore, the study addresses how changes in social norms, often driven by social movements and awareness campaigns, can lead to significant political reforms. By understanding the interaction between social norms and public policies, policymakers can develop more effective and inclusive strategies, capable of better responding to society’s needs.
