Insurance in New Territories: Problems and Possible Solutions

This work substantiates the need to use insurance instruments for enterprises, as well as other infrastructure facilities located on the territory of new regions of the Russian Federation (Donetsk People’s Republic (DPR), Lugansk People’s Republic (LPR), as well as Zaporozhye and Kherson regions), which became part of the Russian Federation in 2022. It was proposed to use the mechanism of public-private partnership as a tool for developing the insurance market in the designated regions. The work notes that the insurance institute is an additional mechanism for ensuring the implementation of the state program for the restoration and socio-economic development of new regions by attracting additional investments, more quickly restoring social and industrial infrastructure, and increasing the level of well-being of the local population. In connection with the thesis outlined above, according to which the importance of insurance in new regions requires the use of various public-private partnership mechanisms, the presented study anticipates the need to prepare a series of studies on this issue. Let us note that the main attention in this work is paid to the development of the insurance market in new Russian regions that became part of the Russian Federation in 2022, as well as the need for its development, which will contribute to the possibility of some stabilization of industries developing in the zone of military conflict. At the conclusion of this work, the authors obtained the following results: 1. A retrospective analysis of the Russian insurance market was carried out and the largest transactions by value were considered, which will allow us to track both regional and industry-specifi c features of the transactions presented. 2. The need to develop the insurance market in new Russian regions is substantiated. 3. The necessity of using public-private partnership mechanisms during restoration work in new regions is substantiated. 4. The place and role of instruments for the development of the insurance market, implemented using public-private partnership mechanisms, is analyzed.
