Changes in the operation of Sangjanggun during the Goryeo period of military regime
In the early Goryeo period, military officer(武臣) was the dominant power of Goryeo along with civil officer(文臣). However, compared to civil officer, political influence was inferior to that, such as restrictions on entry into a government position. This was the same for the Sangjanggun(上將軍), the highest position of the military. Since then, the situation has changed as a result of the military coup d’etat. The Jungbang(重房), a meeting body of the Sangjanggun and Daejanggun(大將軍), emerged politically in the early days of the military regime(武臣執權期), and as a result, the demand for the Sangjanggun, a member of the Jungbang council(重房會議), increased. This was because that the Sangjanggun is the highest rank in the military officer and the Sangjanggun participates in the Jungbang. However, it was difficult to handle the increased demand with the original quota of the Sangjanggun. Accordingly, while maintaining the existing Sangjanggun group, the problem was solved by establishing a different Sangjanggun, that is, the ‘Mugunho Sangjanggun(無軍號 上將軍)’, which continued until the end of the Goryeo Dynasty. The changes in the operation of the Sangjanggun were due to the increased influence of the Jungbang and the need for operation of public post. However, with Choi Chung-heon(崔忠獻) taking power, the influence of the Jungbang decreased, which could lead to the change of the operation of the Sangjanggun going back to the past. However, the Jungbang was still used as an organization to gather opinions from military officer, so its influence was not small, and the ‘Mugunho Sangjanggun’ continued until Goryeo was destroyed due to the various utility of the introduction of the ‘Mugunho Sangjanggun’. The ‘Mugunho Sangjanggun’ shows that the operation of the post called the Sangjanggun has changed due to political changes in Goryeo.
